Police in Gulu City have launched investigations into a double murder that occurred in the early hours of February 4, 2026, leaving two young men dead in Bardege Layibi Division.

According to David Ongom Mudong, the Aswa West Regional Police Spokesperson, the deceased have been identified as Okema Daniel (25), a boda boda rider, and Oloya Stephen (18), a student.
Both victims were residents of Aringorwot Cell, Techo Ward, Bardege Layibi Division, Gulu City.
Suspects Arrested as Police Open Murder Case
Police have arrested and detained several suspects in connection with the killings. Those in custody include:
- Opiyo Emmanuel
- Ojara Patrick Acellam
- Anywar Nelson
- Chopi Valen
- Ogonya Ivan
Authorities say a case file has been opened, and investigations are ongoing.
Alleged Political Scuffle Preceded Brutal Attack
Preliminary findings indicate that the violence stemmed from a confrontation between supporters of Ojara Patrick Acellam, the directly elected councillor for Bardege, and those of Laker Evelyn, the Woman Councillor for Bardege Division.
The incident reportedly began around 2:00 a.m. at the home of Kaggwa Flavia in Aringorwot Cell, where individuals had gathered to consume alcohol while watching a football match between Arsenal and Chelsea.
Following the scuffle, some of the suspects reportedly moved to a nearby valley where brick burning was taking place.
Victims Chased and Attacked with a Panga
Police allege that Opiyo Emmanuel armed himself with a panga and brutally attacked Oloya Stephen, forcing the young man to flee across a swamp while sustaining severe injuries.
Afterward, Opiyo is said to have turned on Okema Daniel, chasing and repeatedly cutting him on the head and arm up to the home of a local resident near the Aringorwot Cell chairperson’s area.
Both victims later succumbed to their injuries.
Police Appeal for Calm as Investigations Continue
Mr. Ongom Mudong confirmed that all identified suspects are currently in custody as detectives piece together evidence surrounding the tragic incident.
