Lamwo District to Introduce Performance Agreements for Head Teachers

Lamwo,Uganda;Lamwo District will roll out performance agreements with head teachers across all government primary schools to improve academic outcomes and address persistent underperformance in national examinations.
The Chief Administrative Officer (CAO) of Lamwo, Chuna Moses Kapolon, said district leaders are finalizing a framework that will tie school-level performance targets directly to head teachers’ accountability.
Under the new arrangement, leaders will require each of the 74 government-aided primary schools in the district to produce at least one First Grade candidate in the Primary Leaving Examination (PLE) as a starting benchmark.
Kapolon said that beyond the First Grade benchmark, the district expects most candidates to pass in Divisions One, Two, and Three to reduce failure rates and repetition levels.
Last year’s results raised concern among district officials after 1,161 candidates in Lamwo District failed the PLE. Many of these learners will likely repeat Primary Seven, a situation that increases pressure on already limited school resources and affects learner morale.
Kapolon emphasized that the district will not limit the performance agreements to examination grades. Instead, education officials will use them to strengthen supervision, enforce teacher attendance, improve lesson planning, and enhance continuous learner assessment throughout the academic year.
District education authorities believe structured performance contracts will boost accountability, strengthen school leadership, and promote a results-oriented culture within the education sector.
Lamwo District has struggled with low national rankings in PLE performance in recent years, prompting both technical and political leaders to intensify efforts to reverse the trend and raise standards across all schools.
District leaders will communicate implementation guidelines and monitoring mechanisms to head teachers before the new academic cycle begins.
