Dokolo CAO Interdicts Sub County Chief Over Alleged Fund Mismanagement

Dokolo,Uganda; In a decisive action, Dokolo District Chief Administrative Officer Oryono Granfield Omonda interdicted Adeknino Sub County Chief Obote Jimmy over alleged fund mismanagement.
Earlier, Omonda issued the February 5, 2026 letter after months of audits and official correspondences regarding questioned expenditures.
Previously, Obote served as Sub County Chief of Okwalongwen before authorities transferred him to Adeknino Sub County.
On April 10, 2025, Omonda’s office received a complaint alleging mismanagement of development funds in Okwalongwen Sub County.
Specifically, the complaint cited road works, water projects, and sanitation initiatives funded by public resources.
On April 17, 2025, Obote responded and firmly dismissed the allegations against him.
Subsequently, auditors examined the accounts and projects on April 29, 2025 to verify the claims.
Later, auditors finalized their report on June 17, 2025 and concluded that mismanagement had occurred.
However, on October 11, 2025, Obote defended his record and insisted he fully accounted for all funds.
Consequently, Omonda appointed a second audit team to reassess the projects and review documentation.
On December 11, 2025, the second team reported incomplete projects and inconsistencies in financial accountability.
Meanwhile, Omonda stated that Obote’s actions contravened Section F-r (7a, f, g) of the Uganda Public Service Standing Orders 2021.
Therefore, Omonda invoked Section F-s (7), Regulation 38, and Section 64 (2c) of the Local Government Act.
As a result, Omonda interdicted Obote immediately to pave the way for further investigations.
During interdiction, Obote will receive half salary and cannot leave the country without permission.
Additionally, Omonda directed him to avoid his duty station and hand over office immediately.
Furthermore, Omonda copied the interdiction letter to the LCV Chairperson, RDC, and District Service Commission Secretary.
Currently, district authorities continue investigating the matter to establish full accountability.
