SIG Councillors’ Elections Set for January 21, 2026
The Electoral Commission has scheduled Wednesday, January 21, 2026, for the election of Special Interest Groups (SIGs) Councillors to City and District Local Government Councils and the Kampala Capital City Authority (KCCA).
Election Details
The elections will fill council seats representing four key groups: Persons with Disabilities, Older Persons, Workers, and Youth. Each City, District, and KCCA will elect two councillors per category, with at least one woman in each group to ensure gender balance and inclusive leadership.
Voting Process
Voting will be conducted by secret ballot through designated Electoral Colleges for each Special Interest Group. The process will involve different colleges for each group:
– Youth councillors will be elected by a broad college including youth leaders, youth with disabilities, and student delegates.
– Councillors for Persons with Disabilities and Older Persons will be elected by their respective executive committees at sub-county, town, municipal, or city division level.
– Workers’ councillors will be chosen by delegates representing non-unionised workers and registered labour unions.
Polling Arrangements
However, polling will take place at City or District Electoral Commission offices or headquarters, starting at 7:00 a.m. and ending at 4:00 p.m. Only registered Electoral College members will vote. Ballots will be counted immediately at polling stations, and each candidate may deploy up to two agents to observe the process.
Candidate Nominations
Now the Commission confirmed that all candidates were nominated in September 2025 during the Local Government Councils nominations exercise.
